NCC Comp Plan Public DRAFT REVIEW Forums: In-Person 4-7PM December 9th; VIRTUAL 6PM December 15th; Comments Due January 12th

The draft New Castle County Comprehensive Plan (NCC@2050) is available for review and comment. The plan can be downloaded here 

Here is how the public can participate in continuing to shape the final plan:

  • December 9th or 15th for Public Forum 3: we will be discussing the draft NCC@2050 Comprehensive Plan: Please click on your preferred date and register: 4-7pm December 9th (in-person) and 6-7:30pm December 15th (virtual).
  • Review the draft and submit your comments by January 12: follow this link to the draft NCC@2050 Comprehensive Plan on the web where you can view/download any of the plan chapters and comment by email. (If you or someone you know is not able to access through the web, please contact us and we can get you a printed copy. Email NCC2050@newcastlede.gov or call 302-395-5400.
  • Share with others! The plan website has a full range of project highlights and details: NCC2050.NewCastleDE.gov

 

About the draft NCC@2050 Plan

This is what readers will see in the draft plan:

  • an introductory overview of the process;
  • plan priorities, including a detailed listing of strategies for action;
  • the draft future land use map and other associated maps;
  • background on the conditions of New Castle County and analysis that informed this planning effort; and
  • summaries of the extensive public engagement efforts.
  • Some components of the draft are more specific and fully developed than others, especially the case in Chapter B (Plan Priorities and Signature Strategies) and Chapter C (Future Land Use and Implementation). Additional details will be added over the coming months.
  • The draft is the result of 11 public meetings, dozens of community and stakeholder meetings, and thousands of website and web survey interactions.

Parks Public Meetings Overview 

New Castle County Executive Matt Meyer, along with the general manager of the Public Works Department, Tracy Surles, have announced a schedule of public engagement meetings regarding New Castle County parks. 

The town halls will be held in person with limited in-person attendance and a virtual option. The County maintains 249 parks comprising over 6,000 acres of land.

NOTE TO CE Meyer - you should not conduct these meetings as a way to gather input for the Comprehensive Plan Update (CPU) unless THAT is clearly stated as one of the goals of these public meetings. 

At last Tuesday's Council Land Use Meeting, we heard from DLU GM Rich Hall that here is an Open Space Statement on a Comprehensive Plan Update Priority List that he shared was in the planning document draft (to be publicly revealed at the end of November).

Otensibly, to address this Future Planning Statement Goal, the Comprehensive Planning process would be collecting input on whether county residents want more open space, what kind of open space, how it should be used, and how much of it do New Castle Countians want to pay for

NCC@2050 Deep Dive Sessions!   Sessions will be held on Feb. 3, Feb. 24, March 17, and April 7 at 6pm

Throughout 2020, we received important feedback from the community about the future of New Castle County - which then helped us understand generally where and what our collective priorities may be.  This time we are diving deeper!  We invite you to join us for a series of four virtual workshops designed to further examine topics comprising the NCC@2050 Comprehensive Plan.

During these workshops, subject matter experts and attendees will be asked to brainstorm and provide detailed input on draft goals, objectives, alternative future development possibilities, and strategies.  We will also provide an update of the progress of NCC@2050 as well as a summary of the feedback we have heard from our community in 2020.

Future Deep Dive Sessions: 

  • February 24: Housing and Economic Development 
  • March 17: Infrastructure, Transportation, Water & Sewer Service 
  • April 7: Thriving Places: Community Design, Historic Preservation + Bringing It All Together

Pike Creek Golf Course Plan And Deed Restriction Public Hearing, 7PM Tuesday - NCC Planning Board



From the Citizens for the Preservation of Pike Creek Valley:
Developer The Onix Group has proposed a plan to build 224 housing units on the former Three Little Bakers golf course property. Currently, the Pike Creek deed restrictions would only allow approximately 60 housing units to be built on that property. In order for The Onix Group to have their plan approved, New Castle County Council would have to vote to amend the Pike Creek deed restrictions. If the deed restrictions are not amended, The Onix Group would be limited to building approximately 60 housing units on the former Three Little Bakers property.
The New Castle County Planning Board is holding a Public Hearing on December 4th to consider the development proposal for the former Three Little Bakers golf course property. The developer is submitting a plan to build 224 units on the property, and the Planning Board must vote to lift the current deed restrictions - limiting to 60 units - in order for the plan to be approved. The Planning Board accepts public comment from residents, and a show of solidarity from attending residents will send a message that we do not want these deed restrictions to be lifted.

Terraces at Pike Creek revised Plans
Pike Creek Recreational LLC / Onix submitted a revision to their 2010 Plan. Since it was not a "new" Plan there was no public notice.

With comments ~
- As way of background: The County took the developer to court to determine if the existing deed restrictions are enforceable, and the Court decided that they are. The County has been in Chancery Court, Superior Court and the State Supreme Court. The lower court opined, and the Supreme Court affirmed, that the deed restrictions call for 130 acres of the golf course land to remain as mandatory OPEN SPACE. It must remain open in quantity, quality, configuration, and contiguity. The balance of the golf course land is in a “court stay” until the developer completes the process of working with the community and taking any proposed plan through the County land use process. 
Last year the Onix group did their public presentation at Dickinson HS - the "sales pitch" if you will on what they propose to do to the former TLB property Whatever they proposed has to to be approved by the New Castle County Council first. The meeting was a joke - not a public forum or discussion, just a sales pitch. The result of that was the meeting the citizens held in February to ask questions, express concerns, etc. Onix was not happy with that meeting, nor were they present, and asked that the project get put on hold until after the November election cycle since they didn't want what happened to the golf course to be a political issue (never mind the fate of the course lies in County Council's vote - a political body!). 
Fast forward to now. This is the SAME presentation, SAME proposal Onix gave the public last year. It is what they want to do to the property - BUT in order for them to move forward, they have to get the County to lift the existing deed restrictions on the property. The proposal first goes to the Planning Board for a recommendation (December meeting) and then to County Council for a vote.
We are simply trying to gather the VOICE of the community to let Planning Board and County Council know that the neighbors are not in favor of lifting the deed restrictions to allow 224 housing units to be built.

Update: Draft of Standards and Criteria for State Resource Areas (SRAs)

In accordance with the Land Protection Act, 7 Del. C., Ch. 75, to be considered for inclusion in a map/listing of SRAs, land and/or water areas must exhibit one or more of the following:
  • Property that contains endangered, threatened, or ecologically significant species , Species of Greatest Conservation Need (SGCN) as defined in the Delaware Wildlife Action Plan , or natural ecosystems;
  • Property with a significant potential to support endangered, thre atened, or e cologically significant species, SGCN, or natural systems;
  • Property that is important because of its historical or cultural value or its proximity to an historically significant area;
  • Property that includes or enhances important wildlife habita t or migration corridors, as well as potential wildlife habitat or migration corridors;
  • Property with forest resources that are significant;
  • Property with wetlands, flood plains, or other lands necessary for the protection of water resources;
  • Property that contains significant or unique ecosystems, natural features, or geological features;
  • Property which is an inholding or contiguous to or nearby lands already preserved by federal, state, local, or other conservation agencies;
  • Property that will provide pu blic outdoor recreation;
  • Property that will allow natural systems or plants and animals to accommodate or adapt to climate change or other large - scale changes in ecosystem processes ; or
  • Property that would otherwise further or satisfy any of the purposes of the Act.
