A MOTION TO SUPPORT LWVDE RESOLUTION FOR THE GENERAL ASSEMBLY: To request the state commission a study of off shore wind power feasability.


Background: July 2020 Willett Kempton presents to LWV on Offshore Wind Potential for Delaware 
  • Delaware is the only coastal state in the northwest atlantic region, from Massachussetts to North Carolina, that has not committed to buying offshore wind.
  • With technological advances of the last several years, the cost of wind energy has decreased to the point that it need not be subsidized, and ratepayers can actually expect a decrease in per-unit energy cost with offshore wind in the mix.
  • On-shore economic opportunities such as marshaling ports and manufacturing facilities have passed Delaware by, despite clear geographic advantages that the Delaware river basin enjoys, because of our lack of commitment to offshore wind.
  • Environmental impacts, including a small impact on wildlife, do exist, but are offset by the reduction of pollution and CO2 emissions, with a long-term positive impact on climate change.

Call In Support Tuesday, September 22nd For NCC Councilman Carter's Ord. 20-101 To Add Environmental And Social Justice And Hazard Mitigation To Our 2022 Comp Plan Update

NCC Councilman Carter's Ordinance 20-101 to, for the first time ever, require that the Comp Plan include sections dedicated to Environmental and Social Justice and Hazard Mitigation. 

There is an important New Castle Co. Executive Committee meeting on Tuesday, 9/22/2020 at 3:00 pm. where this ordinance (20-101) will be considered.  Here is the agenda for the meeting:  https://nccde.org/AgendaCenter/ViewFile/Agenda/_09222020-1986.  To participate in the meeting, use either of these options:

It is important that we support this ordinance through public testimony and letters to urge the council to move this forward quickly.  According to Councilman Carter,  even a delay of a few months could result in the path of the comp plan process being set and the issues/elements in 20-101 would not be very prominent, resulting in the status quo as it relates to equity issues.

Comprehensive Planning: An Educational Q and A For Local Advocates

Join this wonderful list of local advocates and organizations to learn more about the New Castle County Comprehensive Plan and how this document can make such a monumental impact on our daily lives in the future. Learn about what the Comprehensive Plan is, what it does, what it doesn't do, and how it can be used as a tool for justice and to build a better future, or a tool to continue the New Castle on the same path it has been on for the last 10 years. 

We need all advocates to be engaged in planning for the future of our state's largest county, but first, we need to educate ourselves and the public on the fundamentals. Expert speakers and decision-makers will be able to answer questions from the community and have an open dialogue about the importance of community engagement on this document.

Speakers will include staff from the Department of Land Use, the State Planning Office, and the Institute for Public Administration at the Biden School of Public Policy and Administration.

Community members and organizers from various groups will lead the conversation.

Support SB 250 -The Renewable Portfolio Standard Act - Virtual Meeting, 10:30-1 June 20th In Wilmington

Senate Bill 250 is intended to advance sustainable energy goals and initiatives in Delaware and to restore Delaware as a leader in renewable, sustainable energy. The Renewable Portfolio Standard was instituted by the state in 2005, and it cultivates a market for utilities in Delaware to require a set percentage of their retail electricity from renewable energy sources such as solar power and wind each year. These utilities are able to purchase credits from producers who have used renewable energy sources or they can generate electricity from renewable energy sources themselves.  
The newly proposed legislation would require Delaware’s regulated utilities to increase its portfolio standard to 40% by 2035. This goal will be achieved in part by creating incentives for cities and towns to opt-in and invest in building new solar power generating facilities. This section of the legislation will be known as the Community Sustainable Energy Authorities Act that will encourage localities across the First State to create their own fund to develop new solar facilities that will be able to sell Community Solar Renewable Energy Credits and dedicate the revenue generated from them towards lowering utility cost for ratepayers in their communities. 
Blue Delaware joined with 37 other varied organizations, businesses and faith communities to urge the General Assembly leadership and Governor Carney to bring this bill to the floor for consideration in this session of the General Assembly. Here is our letter to Governor Carney, Speaker Schwartzkopf and Senator McBride. 
Dustyn Thompson from the Sierra Club Delaware Chapter tells us that there will be a public comment meeting this Saturday, June 20 from 10:30 – 1:00. It will take place in the main conference room at the Del Tech Wilmington Campus at 300 Orange Street in Wilmington. There is space for roughly 49 people to attend in person. The chairs are six feet apart and you have to answer a bunch of questions before being allowed to enter. For those that can’t make it, or would not like to attend in person, you can join in Zoom. If you’d like to attend and/or offer testimony, you need to email SB250_PublicComment@delaware.gov and James.Berryhill@state.de.us to let them know you want to attend in person and that you would like to speak. You also want to email Mr. Berryhill if you plan on joining the Zoom and would like to speak.  When you do email to register, please provide the following information:
1. The attendee’s full name, address, date of birth, and best contact number.2. The name of the organization that the attendee is representing3. Whether or not the attendee wishes to speak.4. If the attendee wishes to join the meeting virtually or physically.
The Civic League for New Castle County has endorsed this bill and is a signatory of the letter.
