I have asked Jakim Mohammed to share some mapping experiments for the communities along Route 40 to show how political representation can better serve existing neighborhoods by political district maps that do not divide and dilute their voice in government.

For example, State Rep. Larry Lambert has relayed his concern with Claymont which is split into four state senate districts. He believes Claymont can be identified as a Community of Interest and should re-mapped for a stronger representative voice.

I listened to the NCC Council discussion on Redistricting  during their Executive Committee meeting last Tuesday. The federal governement has indicated that while the formal Census Data presentation will be on September 30th, the data will be provided to local governements in the 3rd week of August. The county council picks redistricting committee members and there are strict timelines for production of maps in the council rules. Creative mapping can also look at Communities of Interest that may overlap with Delaware's Cancer Cluster report or sea level and flooding maps reflecting the expectancy of climate change and storm intensification. 

These maps could inform how we plan for growth and could be provided as materials being considered for the 2022 Comprehensive Plan Update.

New Castle County Executive Meyer Facebook LIVE Budget Town Halls Start 6PM Wednesday, March 31st


New Castle County Executive Matt Meyer announces slate of virtual interactive community conversations 

Following his annual New Castle County budget address, County Executive Matt Meyer announced a slate of interactive virtual town halls that will take place over the next month to discuss the years upcoming budget and to connect with constituents first-hand on a wide range of issues that impact County residents.

The County Executive will host four community conversations:

Wednesday, March 31 at 6 p.m.

Monday, April 5 at 6 p.m.

Thursday, April 15 at 6 p.m.

Monday, April 19 at 12 p.m.

CLNCC Asks Why Is NCC Directing The State To Add CR Zoning To CCEDs In HB 18?

My first lobbying of the 151st General Assembly on behalf of CLNCC: 

Email sent March 9th to Rich Hall cc'd to Bill Dunn, and HB 18 sponsors Ed Osienski, Paul Baumbach, and Dave Sokola. I will post the NCC DLU GM's response when I recieve it.

Why is NCC directing the state to add CR zoning to CCEDs in HB 18?

Dear Rich, 

I have been meaning to reach out to you about why NCC DLU has crafted HB 18 (as I understand it, your department wrote the CCED revision bill) to include parecels zoned Commercial Regional (CR). 

No one as yet has offered to answer this question that I had put before state legislators on the committee call that you were on. I had hoped that you would have addressed the question directly in your comments to the committee that followed mine. The sponsor was not familiar with the CR clause when I asked about why the CR zoning category was suddenly to be considered for Complete Community Enterprise Districts.  

I also put the question before community members on the Sierra Club 'informational' meeting on the HB 18 legislation held after the bill was released from committee (link https://www.facebook.com/watch/live/?v=318867596207296&ref=watch_permalink). My question was unfortunately characterized as "in the weeds" and again went unanswered by the panelists (James Wilson, Peggy Schultz, Jon Kirch). 

And, in looking at the lobbying activity around the bill as reported on the Public Integrity Commission website, several New Castle County lobbyists have been speaking to legislators about HB 18 presumably on behalf of the department and the county although a quick poll of some members of council show that council had no knowlege of any of this activity. 

I hope you will finally answer my question and can give me a sufficient rationale for including CR zoning for CCEDs. I ask "Is there any specifc record plan or CR zoned parcel that is poised to move forward with a project under CCED?"

You had mentioned on the call to the House committee that the City of Newport had expressed an interest in implementing a CCED in their comp plan discussions. But Bill Dunn who attended these meetings noted that he had no recollection of CCEDs coming up in those conversations

CR zoning was deliberately excluded from consideration for CCED in the original SB 130..

By way of this email and its cc's to legislators, I will be updating my CLNCC lobbying activity report to reflect action around HB 18. 

While we appreciate the great benefits for public health etc. around this issue of walkable communities, CLNCC is perplexed at how CCED and CR zoning are a good fit. We believe the county should share their reasoning and reveal any current plans that will benefit from it.

The CR zoning inclusion was not mentioned in the bill's synopsis and so had gone unnoticed by most folks.

Kathleen Davies is our Guest Speaker on Inspector Generals..Through sharing her past experience working with state and federat IGs,  she will discuss the potential benefit for Delaware in giving legislators a way to request validation of numbers they want to rely on, getting independent investigations, and having an office that can work with federal investigators for federal prosecution. She notes our state's lack of Attorney General independence and that our Auditor of Accounts is no longer focusing on prosecutorial work or financial audits where all of the standard reports are now contracted out.

Kathleen Davies worked under AOA Tom Wagner and ran in the 2018 primary as a Democratic candidate for that office. She earned a bachelor's degree in professional accountancy from Pennsylvania State University. Davies' career experience includes working as a CPA, Certified Fraud Examiner, Certified Information Systems Auditor, Certified Government Audit Professional, and Certified Government Financial Manager in the field of state government auditing. [https://ballotpedia.org/Kathleen_Davies]

Although I got a flat NO from County Executive Meyer via Kenny Dunn email last week saying Meyer was not interested in resuming Civic Umbrella Meetings last held in 2019, Council President Karen Hartley-Nagle has agreed to begin holding these meetings through NCC Council ZOOM starting in late March. 

UPDATED: These meetings will continue to be held monthly (or as practicable) on Mondays at 5:30pm on off-council weeks. The council president will be issuing a meeting notice soon to all of the prior attendee organizations and individuals so look for the email invitation!

Agenda III: R21-030: IDENTIFYING A PROCESS AND FOCUS FOR FEDERAL FUNDS TO BE RECEIVED BY NEW CASTLE COUNTY UPON THE EXPECTED PASSAGE OF FY2021 RECONCILIATION ACT TO ENSURE RESPONSIBLE FISCAL OVERSIGHT AND TO ENSURE THAT DISCRETIONARY FUNDING DECISIONS PRIORITIZE THE NEEDS OF UNDERSERVED COMMUNITIES MOST IMPACTED BY COVID-19. Introduced by: Mr. Carter, Mr. Hollins 

Excerpt of R21-030

WHEREAS, an initial estimate is that the Reconciliation Act, as currently proposed, will provide approximately $109,213,650 to New Castle County based on the formula for allocation recently calculated by policy staff from the National Association of Counties; and 

WHEREAS, the Reconciliation Act, as proposed, would allow for funds to be used to: 

1. Respond to or mitigate the public health emergency with respect to the COVID-19 emergency or its negative economic impacts. 

2. Cover costs incurred as a result of the COVID-19 emergency. 

3. Replace revenue that was lost, delayed or decreased as determined based on projections of the government as of January 27, 2020, as a result of the COVID-19 emergency. 

4. Address negative economic impacts of the COVID-19 disease; and 

WHEREAS, if the Reconciliation Act is passed, New Castle County will be eligible to receive these funds upon providing the U.S. Treasury with a certification on the use and need of the funds; and

WHEREAS, the social and economic impacts of COVID-19 have disproportionally impacted communities on the lower end of our economic scale, and despite good faith efforts, the delivery of funds under the CARES Act have demonstrated the challenge of having these resources reach many of our most impacted communities, leading to concerns about who has been left out; and

WHEREAS, as currently contemplated the State and Local Coronavirus Fiscal Recovery Funds have no deadline associated with expending these funds, thus allowing adequate time to thoughtfully develop a strategy to deliver these funds to communities most in need; and 

WHEREAS, a thoughtful strategy will ensure that New Castle County has adequate funds to provide continued testing, vaccination, and other health-related programs needed to fight the ongoing pandemic, to restore costs incurred due to COVID-19, and to replace lost revenue resulting from County efforts and programs to provide needed tax relief to burdened citizens, loss of hotel tax revenue, and other lost revenue streams; and 

WHEREAS, a thoughtful expenditure strategy should also allocate significant funds to directly address the needs of the communities hardest hit by the pandemic, and help revitalize and rebuild underserved and struggling communities in our County, including residents in declining suburban areas, our rural communities, and in our municipalities; and 

WHEREAS, a thoughtful strategy to allocate funds to communities most impacted could provide funds to significantly expand youth employment programs, housing programs, home repair programs, improvements in social service programs, increased broadband access, and many other needed actions that would mitigate against the current impacts of COVID-19 and build resiliency to strengthen the communities against future crises that disproportionally affect low-income communities; and 

WHEREAS, Council Members are deeply involved in their communities and provide a strong voice to identify the specific needs of low-income communities, and should be a strong voice in the development of programs to strengthen these communities. 

NOW, THEREFORE, BE IT RESOLVED by and for the County Council of New Castle County that the County Council hereby intends to be an active participant in developing the County’s strategy for the expenditure of any State and Local Coronavirus Fiscal Recovery Funds distributed to New Castle County; and 

BE IT FURTHER RESOLVED that the Council will work with the Administration on the development and implementation of a comprehensive strategy for the most effective use of these funds and will carefully consider the needs of underserved communities that may be given significant relief through a bold strategy associated with this unique funding opportunity; and 

BE IT FURTHER RESOLVED that the Council also expressly intends that discretionary decisionmaking of funding allocations from the State and Local Coronavirus Fiscal Recovery Funds, beyond reimbursement of lost County revenue and direct costs of the fight against COVID-19, be considered through a lens of advancing equity and social justice throughout New Castle County; and

BE IT FURTHER RESOLVED that the Council shall also require that the allocation of funds from the State and Local Coronavirus Fiscal Recovery Funds shall be pursuant to legislative action by Council, a co-equal branch of County Government with the Administration, before any expenditure and that each legislative appropriation include a clear description of how the funds will be expended.

A MOTION TO SUPPORT LWVDE RESOLUTION FOR THE GENERAL ASSEMBLY: To request the state commission a study of off shore wind power feasability.


Background: July 2020 Willett Kempton presents to LWV on Offshore Wind Potential for Delaware 
  • Delaware is the only coastal state in the northwest atlantic region, from Massachussetts to North Carolina, that has not committed to buying offshore wind.
  • With technological advances of the last several years, the cost of wind energy has decreased to the point that it need not be subsidized, and ratepayers can actually expect a decrease in per-unit energy cost with offshore wind in the mix.
  • On-shore economic opportunities such as marshaling ports and manufacturing facilities have passed Delaware by, despite clear geographic advantages that the Delaware river basin enjoys, because of our lack of commitment to offshore wind.
  • Environmental impacts, including a small impact on wildlife, do exist, but are offset by the reduction of pollution and CO2 emissions, with a long-term positive impact on climate change.
