Following feedback and conversation about the current status of childhood lead poisoning in Delaware, Lead-Free Delaware is moving forward with a petition to the Joint Legislative and Sunset Review Committee to evaluate the State programs that address childhood lead poisoning.

CCOBH (The Council of Civic Organizations of Brandywine Hundred) is pleased once again to present, “Homeowner and Civic Associations: The Basics", a repeat of the first of its series of seminars for assistance to current or future board members of Civic Associations in Brandywine Hundred.

This seminar, focusing on the fundamentals, is intended to introduce Civic Association Board members to the legal and structural aspects of serving on a non-profit Board of Directors. This seminar, to be led by CCOBH Acting President, Robert J. Valihura, Jr., Esquire, will cover the structures of Civic Associations and Homeowner Associations, the integration of Delaware law and a community’s controlling documents, the role of the Board of Directors, including fiduciary duties imposed on board members, reporting obligations, the limitation of liability of directors and some of the basics of addressing the Board’s role in overseeing deed restriction enforcement.

A former State Representative and a current Adjunct Professor of Law teaching the Delaware Corporate law applicable to corporations and Civic Associations, Bob focuses his practice on representation of communities up and down the state concerning these types of structural Board issues.

REMINDER: Impact Fee Study Pubic Hearing - New Castle County Government contracted the Rossi Group to conduct a study of its Development Impact Fee practices and to develop considerations for future implementation.  Impact fees are needed to help pay for infrastructure capital costs to meet the new needs from development such as: parks, libraries, public safety buildings, and other county facilities.

The Department of Land Use will host a Public Workshop on December 12, 2022 at 6:30pm to present the findings of the Development Impact Fee Study and receive public feedback.
 
This event will be held in-person at the Gilliam Building (67 Reads Way) and live-streamed via Zoom.  For those attending in-person, the presentation will be followed by an Open House styled workshop where the public may engage with, ask questions, and share comments with the County and consultant. Those participating virtually are asked to submit any questions or comments via email to LandUse@newcastlede.gov

NCC Petition To Council To Deny Approval Of NCC2050 Comp Plan Update Until Appropriately Amended

 To All New Castle County Residents:

Please read through and sign this petition asking council not to rubber-stamp the Department of Land Use NCC2050 comprehensive plan update on their agenda Tuesday, July 26th - sponsored by residents who live in the industrial corridor of Route 9 and in the "Growth Zone" of southern-most NCC who want much more from this county planning document (LISTEN TO THEIR COMMENTS TO COUNCIL at their Land Use Committee meeting last week HERE)

NCC 2050 Comp Plan - Priority Changes Petition

We need your help. Various civic leaders from New Castle County have been expressing concerns to the NCC Dept. of Land Use regarding changes we believe are important and that should be implemented into the NCC 2050 Comp Plan. Our recommendations are as follows (with more detail in the petition):

1. Amendments to the Suburban Zoning Code so that communities know exactly would could potentially be built in their community AND to ensure placement of housing is proximal to infrastructure

2. Increase in the preservation of land and the creation of green spaces
3. Remove TDR as a method of funding preservation
4. Require precondition for special use permits
5. Review industrial uses
6. Add a strategy for Rt 9 corridor open space

In solidarity, everyone should listen to these valid concerns and suggested improvements the Department of Land Use has so far ignored. The NCC2050 comprehensive plan update is on the council agenda Tuesday, July 26th.

The New Castle County Department of Land Use (NCC) and Delaware Department of Transportation (DelDOT) seek to establish a Transportation Improvement District (TID) in the Churchman’s Crossing area.

The purpose of tonight’s information session is to:

  • Provide information about TIDs
  • Present the elements that will be explored and included in the development of a Churchman’s Crossing TID
  • Solicit feedback about the proposed Churchman’s Crossing TID

For the best experience, please plan to attend this event in person where you will be able to interact with NCC and DelDOT Staff who will answer questions and receive your feedback on the specific topics presented.  Registration to attend in person is appreciated but not required.  

This event will also be broadcast live on Zoom. We wanted to take this opportunity to let the community know that the Comprehensive Plan will be heard by County Council Land Use Committee on July 19, 2022 at 3:00pm the meeting will be live-streamed via ZOOM as well as in person at the City/County Building (800 N. French St, Wilmington)

There will be an opportunity for public comment during the Land Use Committee meeting both via ZOOM or in person depending on the preference. 

We have heard the concerns of the community expressed at the other public meetings on the Comprehensive Plan, and the Land Use Committee meeting is one more opportunity to have your voice be heard by County Council.

A final vote on the Comprehensive Plan is likely to be at the County Council meeting on July 26, 2022.

From the MOT Alliance ~ The Planning Board and Department of Land Use Conditional Approval recommendation of the plan

They conditionally approved the plan, with 11 or 12 specific conditions. They did not discuss them individually and I only was able to get a screenshot of the first five (they requested a specific definition of open space and a specific target acreage for conservation, which was one of the asks made by MOT and several community groups it arranged to partner with). But, my general impression was that they are passing this along to County Council relatively unrevised. Also, it looked like they were recording the meeting as well. Not sure how to access that, though.
